		<description>In what way are important R&amp;D programs are being affected ?   After frittering away the last 6 years, Nortel doesn&#039;t have much room for error since there aren&#039;t many new products in the pipeline in the carrier, enterprise and metro data segments. Its too bad the new management doesn&#039;t understand that stressed out employees who are overworked and overloaded will actually make more mistakes which will affect product quality negatively. According to my insiders, accountability is still an issue in the product management ranks where decisions are delayed and/or revisited repeatedly because of all the internal shuffling and this is leading to longer R&amp;D cycles. Doesn&#039;t sound like much has changed.</description>
